William Pannier is a California attorney practicing in the areas of federal, state, and local government contracts. He assists contractors of all sizes, in various 
industries, across a broad range of issues. He represents federal contractors nationwide, and state and local contractors in California, working with a wide spectrum of federal, state, and local agencies. He also deals with matters arising between contractors and subcontractors.
Before forming his own firm, Mr. Pannier served in the U.S. Air Force JAG Corps, where he concentrated in government contracts, advising on all aspects of the procurement process − from acquisition strategy to source selection, award, and contract administration. Among other assignments, he supported the Space and Missile Systems Center in Los Angeles. After that, he spent 10 years in the government contracts group of a prominent international law firm, where he provided government contracts counseling and handled cases before the Government Accountability Office, U.S. Court of Federal Claims, various boards and offices of hearings and appeals, and California courts.
Having supported government and industry, Mr. Pannier understands the complexities and unique nature of government contracting, and brings valuable perspective, insight, and judgment.
