Following the Districts’ issuance of a Notice of Intent to Award, Pannier Law filed a protest on March 20, 2025, arguing that the evaluation process was incomplete due to the failure to conduct required proposer interviews as outlined in the RFP. This omission rendered the award recommendation premature and unsupportable.
As a result of the protest, the Districts revoked the Notice of Intent to Award, and committed to conducting interviews with respondents before making a final recommendation to the Board. This corrective action affirmed the strength of the legal arguments presented, ensuring a fair and compliant evaluation process.
